No. Unlike Mutual Recognition, you can be a Florida resident and still apply by Endorsement as long as you have the required out-of-state experience.

Not exactly. Mutual Recognition is for residents of 10 specific states (like AL, GA, MS). Endorsement is a newer "safety valve" that allows agents from ANY state (like NY, TX, or CA) to qualify if they have enough experience.
